That is a gasoline fueled fire, made by pouring gas into a hole dug into the ground. The  5 gallon gas can is in the left foreground. The man on the right, holding the dog, is wearing a life jacket. Perhaps he has been working on building the pontoon bridge in the background. Engineers do that kind of  work.
